Welcome to the START Institute

The START Institute (School Transportation Active-Threat Response Training Institute) is a nationally recognized leader dedicated exclusively to transportation threat recognition, prevention, and response training. Since 2015, the START Institute has trained tens of thousands of transportation professionals across the United States through practical, hands-on, scenario-based instruction designed specifically for the transportation environment.
 

Today, the START Institute offers nationally recognized professional development training programs across four specialized divisions—START Pre-K, START K-12, START Campus, and START Transit. Each program is designed around the unique responsibilities of the transportation professionals it serves. Whether transporting preschool children, K-12 students, college students, or members of the general public, our mission remains the same: to prepare transportation professionals to recognize threats early, make sound decisions under pressure, and better protect the passengers entrusted to their care.
 

Our professional development programs are developed and delivered by experienced transportation professionals, law enforcement leaders, retired United States Secret Service personnel, behavioral health specialists, emergency responders, and nationally recognized subject matter experts. START also incorporates research, guidance, and best practices from the U.S. Secret Service National Threat Assessment Center (NTAC), the Transportation Security Administration (TSA), and the U.S. Department of Homeland Security (DHS), ensuring our training reflects today's evolving threat environment while remaining practical and relevant to daily transportation operations.
 

The START Institute has become nationally recognized for its hands-on, scenario-based training. We believe confidence is built through experience—not by sitting through another PowerPoint presentation. Every program combines classroom instruction with realistic, hands-on exercises that challenge transportation professionals to think critically, communicate effectively, solve problems under stress, and apply what they have learned in the same environments where they work every day.
 

To help organizations build long-term preparedness, the START Institute also offers START T3 (Train-the-Trainer). This nationally recognized program prepares qualified transportation professionals and law enforcement partners to deliver the START professional development programs within their own organizations while maintaining the quality, consistency, and instructional standards of the START Institute.

Every school day, approximately 25 million students are transported on nearly 500,000 school buses across the United States. Millions of additional passengers rely on public transit systems, campus transportation, and other passenger transportation services every day. Collectively, these transportation networks move some of our nation's most vulnerable populations through communities of every size.
 

Transportation presents a unique security challenge. School buses and transit vehicles operate on predictable routes and published schedules, making their movements easy to anticipate. Drivers often work alone, without immediate assistance from supervisors or law enforcement. They are responsible for the safety of dozens of passengers while simultaneously operating a large commercial vehicle. Many passengers are children, individuals with disabilities, or others who depend entirely on the driver during an emergency. Unlike schools or office buildings, buses have limited exits, confined spaces, and few adults available to assist during a crisis. Emergencies can occur at bus stops, during loading and unloading, while the vehicle is in motion, or miles away from the nearest first responder. In those critical moments, the driver is often the only person immediately available to assess the threat, protect passengers, communicate with dispatch, and make life-saving decisions.
 

These realities demand more than traditional safety training. They require professional development designed specifically for the transportation environment.
 

At the START Institute, we believe the most important safety system on any vehicle is not a camera, GPS tracker, panic button, or emerging technology—it is a well-trained transportation professional. Technology is an important tool, but it cannot replace human judgment, situational awareness, leadership, or decisive action when seconds matter. Every safe trip begins with a prepared driver. By empowering transportation professionals with the knowledge, confidence, and practical skills to recognize threats, prevent violence whenever possible, and respond effectively when every second counts, the START Institute is helping build safer transportation systems across America.
