For more than a decade, the S.T.A.R.T. (School Transportation Active-Threat Response Training) program has helped school transportation professionals develop the awareness, confidence, and practical skills needed to recognize threats, respond to crises, and protect the students entrusted to their care.
The S.T.A.R.T. Train-the-Trainer (T3) Program was developed to expand that mission by preparing qualified professionals to become Certified START Instructors. Through a structured hybrid certification process, participants gain the knowledge, instructional skills, and practical experience necessary to deliver START training within their own organizations and communities.

Hybrid Certification Model
Step 1: Online Prerequisite
Participants begin with a self-paced eLearning experience designed to establish a strong foundation in START philosophy, instructional methodology, transportation safety concepts, and course content. Knowledge assessments ensure participants are prepared for the next phase of training.
Step 2: Three-Day Instructor Class
The in-person class focuses on practical application. Participants engage in classroom instruction, facilitated discussions, instructor coaching, teach-backs, realistic scenarios, and hands-on exercises designed to build both competence and confidence.
Throughout the class, candidates receive direct feedback from experienced START instructors and subject matter experts.
Step 3: Certification
Upon successful completion of program requirements, participants earn the designation of Certified START Instructor and become eligible to deliver approved START training programs within their communities and beyond.
